DAILY PRESS ARGUS-Wednesday, May 31, 2006 COUNTY OBITUARIES One dead, one injured in crash "A seat belt was not believed to have been used" by either Wilson or his passenger, the trooper noted, "but due to the catastrophic collapse of the cab, (Wilson) suffered fatal injuries." Wilson's passenger Christopher Allen Graziano, 35, of Swartz Creek was transported by Livingston County Ambulance to Genesys Regional Medical Center in Grand Blanc for treatment of minor injuries. As of Tuesday evening, Graziano was still being treated in the hospital's emergency room, a hospital spokeswoman said. Additional details were not immediately available. Berdan said speed and wet road conditions are believed to have played a factor in the accident. What speed Wilson was driving is still under investigation.

Witnesses said there was a light rain, but cars were slowing for an unknown reason. However, witnesses in a separate accident that occurred at 10:55 a.m., about 500 feet south of the fatality, said there was a heavy rain, which caused a garbage truck driver to lose control, Sheriff Bob Bezotte said. A Fenton-based HMS Disposal truck driver told police that he believes his load shifted Continued from page 1 Teachers' contract Continued from page 1 "The day of reckoning is really here, now, with this next year," Craig said. Going into the 2005-2006 school year, Brighton had a fund balance of $4.4 mi million a figure often cited by the Brighton Education Association teachers' union in contract talks. Barry Goode, president of the BEA, could not be reached for comment for this story.

During the ongoing dispute with teachers over a lack of a contract this year, however, Goode said the $4.4 million fund balance was a sign that the district's finances were solid and that the district could afford to meet some of the demands of teachers in bargaining talks: This year's budget, however, calls for the district to use an additional $1.6 million from its fund balance for the general fund budget. Coupled with another estimated $350,000 to cover the retroactive 2005-2006 salary costs of the tentative teachers' contract, the fund balance will drop to roughly $2.7 million for the start of the 2006-2007 school year. Yet Craig said the district will have to use the reserve funds again in 2006-2007 to cover the second year of the proposed deal with teachers, taking an estimated $2.1 million and dropping the fund balance down to roughly $600,000. Then there's still the third year of the proposed contract with teachers that the district has to grapple with and there would little fund balance to draw from if the deal is approved. Some might see the core as anything that happens in the classroom, he added. Others might see it as including athletics or other additional activities.

Craig said he isn't happy to see the district in deficit spending with the proposed contract with teachers, but he said the fund balance can no longer be used "as an excuse" by teachers over a lack of a contract. He also said that the dire straits in which the district may find itself in the coming years will bring "focus to the discussion" of what the district has to do. "It's been somewhat in-house up to now, but the discussion needs to involve the broader community," Craig said. Craig said auditors generally recommend that a fund balance in a school district stay at roughly 10 percent of the budget. The projected budget for the 2006-2007 school year is $56.4 million.

Board Treasurer Miles Vieau has been one of the most vocal opponents of spending down the fund balance for employee salaries. Vieau was not at the meeting where the proposed contract was discussed, but he said from what he's heard about the deal, he has concerns about putting the district in a precarious financial position. However, board Vice President William Anderson noted that the district could avoid locking itself into a three- year deal with teachers because of the way the contract is being presented.

The contract itself has two separate parts. The first covers the 2005-2006 and 2006-2007 school years, but an entirely separate portion of the contract which will require an entirely separate vote of approval covers the 2007-2008 school year because it deals with further potential health -care concessions from teachers. Anderson said the school board could vote to approve the first part of the contract, but not the portion dealing with the third year, which would allow the district to continue negotiating with teachers for the Troopers with the Bridgeport post provided assistance to Wilson's family while the Fenton Fire Department and the Livingston County Sheriff's Department assisted at the scene of the fatal crash. fund balance 2007-2008 school year. "There is going to be a lot of consideration taken in year three," Anderson said.

"I think that third year is going to be an issue." Other board members declined to discuss the proposed deal. Board member Joe Carney deferred any comment to the school board president, and board Secretary Joyce Powers said she was withholding her thoughts on the deal until the board could meet Monday and discuss the proposal. Teachers held a ratification vote on the proposed contract Friday. The votes were set to be tallied this week. Union officials could not be reached for comment on that vote.

He was born on November 26, 1909 in Winchester, Indiana to Thomas and Mary Schmidt Falls.

He is the beloved husband of Emeline N. Duckwitz Falls; devoted father of Thomas (Judy) Falls, Hariette (James) Gray and Timothy (Patty) Falls; loving grandfather of Andrea Falls (Anthony) Isaacs, Eric (Carrie) Falls, Jonathan Falls, Jennifer Gray (Brian) Moss, Carolyn Gray (Stefan) Schwitter, Kelli Falls and Thomas J. Falls, M.D.; and loving great ther of Cole Isaacs, Zachary Falls, William Moss and Emeline Moss. He was preceded in death by his sister, Margaret Harvey. A visionary physician, scholar and teacher, Dr.

Falls saw the importance of genetics to human medicine long before many others. He devoted his career to building a rich collection of genetic histories of eye disease that are still being studied today. No exam was complete, he believed without asking, "Does anyone in your family have a similar disease?" It a novel approach in the 1940's, and Dr. Falls is considered by many to be the father of genetics in ophthalmology. Dr.

Falls completed his medical education at the University of Michigan in 1936 and his residency in ophthalmology in 1939. As a resident, he helped establish the University of Michigan's Heredity Clinic, widely recognized as the first of its kind in the nation. After completing his residency, Dr. Falls continued to work at the Heredity Clinic and joined the staff of the University of Michigan Hospital. He was named professor of ophthalmology in 1959 and retired in 1975, receiving emeritus status.

Dr. Falls held numerous leadership positions in local, state and national medical associations. In 1951, he published a paper on a type of ocular albinism that became known as the Nettleship-Falls Syndrome. Described by one of his students as a "devoted teacher, a diligent observer, a superb diagnostician, a superior parliamentarian, and a humane physician," Dr. Falls was beloved by medical students, residents and colleagues.

In retirement, Dr. Falls delighted in spending time with his family as well as reading, golfing, fishing and gardening. In 2003, the Harold F. Falls Collegiate Professorship in Ophthalmology and Visual Sciences was established by the University of Michigan to honor and to recall in perpetuity, the history and great tradition of ophthalmic genetics that began with Dr. Falls.

Upon learning of Dr. Falls' passing, Dr. Paul R. Lichter, Director of the University of Michigan's W.K. Kellogg Eye Center said: "Dr.

Falls was an exceptional person in so many ways, but his pioneering work in genetics is what he will be remembered for most especially. Well before the discovery of the structure of DNA in 1953, Dr. Falls realized the importance of genetics to medical practice. Many experts in the field credit Dr. Falls as the father of medical genetics in this country not simply ophthalmic genetics, of course, but the entire field of medical genetics.

His professional legacy in that regard will live forever." Memorial services will be held at Borek Jennings Funeral Home at 7425 M-36, Hamburg, Michigan at 2PM on Saturday, June 3, 2006. The family will receive friends from Noon until the time of service. A luncheon will follow at Lakelands Golf and Country Club. Memorial donations to the Harold F. Falls Collegiate Professorship in Ophthalmology and Visual Sciences may be made to the University of Michigan's W.K.
